Hawks Freeze R2.1 Million in a Fraud Case
MTHATHA- The Mthatha High Court has ordered the freezing of over R2.1 million linked to a fraud investigation involving the Umzimvubu Local Municipality.
The court granted this preservation order on June 5, 2025, after a thorough investigation by the Hawks’ Priority Crime Specialized Investigation unit and the Asset Forfeiture Unit.
According to Warrant Officer Ndiphiwe Mhlakuvana, “Funds were allegedly stolen from the municipality through fraudulent payments back in December 2016.” The investigation kicked off in 2019 when an internal review uncovered some suspicious activities.
In January 2025, four suspects were arrested in connection with the case:
- Ongezwa Mhlabeni Mqondo Mgangatho (32), a municipal account expenditure officer
- Sibabalwe Maphakathi Mqondo Mgangatho (40)
- Siniko Sinethemba Novukela (41)
- Lilitha Communication and Construction (Pty) Ltd
The suspects were released on R5,000 bail and are set to appear in court again on September 2, 2025.
Warrant Officer Mhlakuvana emphasized the importance of teamwork in this case, stating, “This is the result of hard work, collaboration, and a shared commitment to financial integrity.”
